The company was founded in Washington, DC and is now headquartered in Alexandria, Virginia, with regional offices in Chicago, Illinois and Ocean City, Maryland. The company remains entirely employee owned, with the principals, William P. Norman, Chairman of the Board; Michael T. Shehadi, President and Chief Executive Officer; and John A. Rhodes, Executive Vice President, maintaining active leadership roles in daily operations.

Legum & Norman’s primary businesses are community association management, multi-family rental management, facility services, consulting and brokerage. Additionally, departments supporting our business units include Accounting, Marketing, Administration/Human Resources and Management Information Systems.

Our clients include condominiums, cooperatives, homeowner associations, active adult communities, housing authorities, planned unit developments, mixed use communities, multi-family rental communities, builders and developers, government entities, resorts, senior rental housing communities, individual investors and hotels. These clients represent more than 50,000 units of all types of real estate, including high-rise, mid-rise, low-rise and garden style buildings, in addition to townhouse and single-family homes. National Real Estate Investor Magazine ranked Legum & Norman as the 25th largest property manager in the United States.
